Taiwan prosecutors indict four for alleged surveillance of lawmaker Puma Shen

Taipei prosecutors have indicted four individuals for allegedly conducting 24-hour surveillance on Puma Shen, a Democratic Progressive Party (DPP) lawmaker and Taipei mayoral candidate. The investigation revealed that the operation was funded by two Hong Kong residents, Ju Juexian and Lin Qing, who reportedly paid approximately NT$360,000 (roughly US$12,700) to hire private investigators.

According to prosecutors, the surveillance involved the use of a miniature pinhole camera hidden under the seat of a motorcycle parked outside Shen’s residence in Taipei’s Daan District. The camera was used to monitor the movements of Shen and his family members between October 1 and November 8, 2024. The captured footage was reportedly transmitted to the clients via the Telegram messaging app.

The four defendants, including private investigator Cheng Yung-chin, have been charged with violating the Personal Data Protection Act. Prosecutors have requested a 18-month prison sentence for Cheng. Meanwhile, arrest warrants have been issued for the two Hong Kong residents, who are believed to have fled the country.
