Investment strategies face volatility in US bonds and French regulatory shifts
Investors are facing complex decisions regarding asset diversification due to regulatory uncertainties in France and extreme volatility in the US bond market. In France, a debate has emerged over whether to prioritize the PEA (Plan d'Épargne en Actions) or diversify into CTOs (Compte-Titres Ordinaire). This discussion is fueled by a Senate inquiry into the eligibility of synthetic ETFs within the PEA, which some argue bypass the intent of the tax-advantaged envelope by funding non-European assets.
Simultaneously, long-term US Treasury bonds have transitioned from safe-haven assets to highly volatile instruments. The iShares 20+ Year Treasury Bond ETF (TLT) has seen a significant decline, losing approximately 50% of its value from its peak as interest rates rose aggressively to combat inflation. This shift poses risks to banks, pension funds, and insurance companies holding large long-duration portfolios.
For those seeking to include bonds in their portfolios, the choice of vehicle is critical. Because bond ETFs are ineligible for the PEA in France, investors often must use a CTO, which carries higher tax implications for distributing ETFs. Consequently, there is a growing consensus toward using accumulating ETFs to defer taxation, or alternatively, utilizing Euro funds within life insurance (Assurance-Vie) despite concerns regarding liquidity and regulatory risks.
