Moldova’s National Integrity Authority (ANI) has declined to launch an investigation into Chisinau Mayor Ion Ceban regarding allegations of a conflict of interest. The decision follows a complaint filed on August 6, which claimed that Ceban had entered into several loan agreements with employees of the Chisinau City Hall.

Complainants argued that these financial arrangements could create personal interests that might compromise the mayor's impartiality in administrative decisions involving his subordinates. However, after a preliminary review of loan agreements and administrative acts, ANI concluded there was no evidence of a personal or material interest that influenced Ceban's official duties.

The authority clarified that a relationship of subordination or a private loan agreement between two individuals does not, by itself, constitute a conflict of interest unless a direct link exists between the personal interest and the exercise of official duties. This marks the second recent instance where ANI has rejected a request to investigate the Chisinau mayor, following a previous rejection in August concerning the funding of his legal proceedings.
