IPCC authors meet in Mexico City to draft carbon removal accounting rules

More than 120 authors from the Intergovernmental Panel on Climate Change (IPCC) are meeting in Mexico City from August 11 to 14 to advance the First Order Draft of the 2027 Methodology Report on Carbon Dioxide Removal Technologies, Carbon Capture, Utilization and Storage (CDR-CCUS).

Hosted by the National Autonomous University of Mexico with support from the Mexican government, this second Lead Author Meeting follows an initial gathering in Rome. The goal is to consolidate the draft to establish how countries account for these technologies in their national greenhouse gas inventories.

The upcoming 2027 report will cover a wide range of methods, including direct air capture, soil and biomass-based removals, coastal ecosystem approaches, and the production of durable materials from captured CO2. It will also address the transport, injection, and sequestration of carbon dioxide related to enhanced oil, gas, and coalbed methane recovery.

Task Force on National Greenhouse Gas Inventories Co-Chairs Mazhar Hayat and Takeshi Enoki emphasized that the report will provide a robust scientific and technical foundation for transparent reporting, which is essential for informed climate policymaking as removal and capture technologies expand.
