IPCC meeting ends without agreement on next climate report timeline

The Intergovernmental Panel on Climate Change (IPCC) meeting in Addis Ababa, Ethiopia, concluded without an agreement on the publication timeline for its next major assessment report (AR7). The impasse has lasted nearly three years and involves a divide between nations over whether the report should be released in 2028 or delayed until 2029.

A coalition of approximately 30 countries, including several European, Latin American, and small island states, is pushing for the report to be published before the November 2028 UN climate summit. This summit is intended to evaluate global progress toward the 2015 Paris Agreement targets.

Conversely, a group of nations including China, Russia, India, Saudi Arabia, and Kenya are advocating for a delay. These countries argue that an extended timeline is necessary to allow scientists from less-resourced, developing nations to contribute more effectively to the assessment. Additionally, the meeting failed to reach a consensus on the organization's 2027 budget, with reports indicating that India and Saudi Arabia blocked its approval.
