IPCC climate talks end without agreement on report timeline

The Intergovernmental Panel on Climate Change (IPCC) concluded its 65th session in Addis Ababa, Ethiopia, without reaching an agreement on the timeline for its Seventh Assessment Report (AR7) or the organization's budget.

A significant divide exists between nations regarding the publication date of the scientific reports. A coalition of approximately 30 countries, including many European, Latin American, and small island states, advocates for the reports to be completed by 2028. This timing is considered critical to provide a scientific basis for the 2028 Global Stocktake, a major review of progress under the Paris Agreement.

Conversely, countries including Saudi Arabia, China, India, and Russia have pushed for a delay until 2029. These nations argue that more time is needed to allow scientists from developing countries with fewer resources to contribute fully. Critics, however, suggest these delays may be intended to reduce political pressure on the fossil fuel industry.

IPCC Chair Jim Skea suspended the meeting to protect the inclusivity of the process, as decisions require full consensus. The issues regarding the AR7 timeline and the budget remain unresolved and will be addressed at the earliest possible opportunity.
