IPD faces S/18.8 million loss in Bolivarian Games contracts
The Comptroller General of the Republic has detected an alleged economic loss of S/18,878,470 to the Peruvian state involving the Peruvian Institute of Sport (IPD). The discrepancy stems from contracts related to accommodation, catering, and meeting rooms for the XX Bolivarian Games Ayacucho-Lima 2025.
According to Audit Compliance Report No. 011-2026-2-0217-AC, the loss resulted from payments made at unit prices different from those established in the contract, the valuation of 43 meeting rooms that were never provided, and the failure to apply late penalties.
The audit also criticized the IPD's planning process. Although the organizing committee was established in March 2025, requirements were only sent to technical areas 60 calendar days before the event. This delay led to a non-competitive selection process under an emergency declaration. Additionally, the audit noted deficiencies in the Terms of Reference, including a lack of verification mechanisms and changes to provider experience requirements.
