Ipiales water crisis triggers sanitary warnings and debates over responsibility
The municipality of Ipiales is facing a persistent water crisis involving issues with supply, quality, and infrastructure. The Departmental Institute of Health of Nariño (IDSN) has maintained a sanitary security measure due to high turbidity levels and a lack of residual chlorine in several sectors, including the Versalles Well.
IDSN Director Ana Belén Arteaga clarified that while high organic loads and chlorination can produce byproducts like trihalomethanes, there is no scientific evidence linking the current water supply to cancer cases, addressing rumors circulating on social media. Authorities have ordered restrictions on direct consumption from the Versalles Well to prevent mixing with water from the Blanco River until proper treatment is established.
During debates in the Nariño Departmental Assembly regarding Ordinance 21, Deputy Milton Guamanzar emphasized that the primary responsibility for guaranteeing water services lies with the Municipal Administration and the service provider, Empoobando E. S. P. While the Departmental Government can provide coordination and financial support for large-scale infrastructure projects, it cannot replace the operational and technical obligations of the local municipality and its utility provider.
