Ipiales City Council Approves Two of Seven Mayor Proposals
The municipal council of Ipiales held 15 extraordinary sessions between June 12 and July 6, reviewing seven projects submitted by the mayor's administration. Council president David Almeida reported that only two initiatives were adopted: authorization to purchase a parcel in the Pastoral Social area for the development of the Cuarta road, and an addition to the municipal budget for fiscal year 2026.
The remaining five proposals were rejected after the council cited technical, legal and documentary deficiencies. A plan to modify the salary scale of merit‑based civil servants was turned down because existing regulations prohibit reducing already granted wages. Other projects lacked required technical studies, fiscal surplus certifications, or proper documentation, and procedural delays were noted when officials were absent during deliberations.
