Ipiales and Juliaca face local service and corruption crises
In Ipiales, Colombia, Councilman Carlos Hualpa has issued an alert regarding a potential crisis at the municipal sanitary landfill. During a management report presentation by ISERVI, Hualpa expressed concern that the current waste disposal site is rapidly approaching its capacity limit.
Estimates from 2025 suggested a remaining useful life of approximately 13 months. With eight months of 2026 already passed, the available margin may be reduced to roughly five months. Hualpa has called for clarity on contingency plans and the costs associated with using alternative sites if the planned sixth disposal cell is not operational in time. He urged ISERVI to expedite administrative procedures with Corponariño to avoid a waste management emergency.
Separately, in Juliaca, Peru, leaders of the Central de Barrios have denounced alleged corruption within the Integral Water and Sanitation Project (PIA). Eusebio Cabrera Chunga, president of the organization, reported that some leaders are allegedly charging residents up to 1,000 soles for urban habilitation procedures that should be free. While the project covers 217 urbanizations, 61 currently lack the necessary legal status to proceed with construction, prompting calls for municipal intervention.
