Ipiales municipal decree creates cultural education subsystem

The municipal government of Ipiales, Colombia, issued Decree 424 of 2026 to establish the Municipal Subsystem of Formation and Artistic and Cultural Education for Convivencia y la Paz. The new subsystem aligns local cultural processes with the national Sistema Nacional de Formación y Educación Artística y Cultural (SINEFAC) and creates sub‑committees to involve artists, cultural managers, teachers, students, collectives and citizens.

A public socialization session is scheduled for 5:00 p.m. on 22 July at the Teatro de la Fundación Casa de la Cultura “Miguel Garzón Arteaga.” Nayive Guerrero, director of the Department of Administrative Culture, said the decree “represents an opportunity to consolidate joint work between institutions and the cultural community” and highlighted that SINEFAC “is a bet to organize and strengthen artistic training in our municipality.” The initiative aims to strengthen artistic schools, promote inclusive cultural rights, and foster a network linking the cultural sector, the education system, and social organizations to enhance talent, cultural identity, and civic coexistence.
