The meeting faced setbacks after Bahrain officially withdrew from the discussions. Additionally, Saudi Arabia submitted amendments due to concerns that the proposed legal framework might establish an unacceptable status quo for Gulf Cooperation Council states.
The proposed Omani framework sought to address maritime safety and environmental protection, potentially through voluntary contributions rather than mandatory Iranian tolls. While the meeting aimed to build momentum for a deal to stabilize this vital energy corridor, regional disagreements persist.
