Iran announces car import rules for citizens living abroad

The Comprehensive Trade System has announced new regulations allowing Iranian citizens living abroad to import one passenger vehicle each. This program, based on the 2025 budget law, will remain available until the end of 2026.

To qualify, applicants must be at least 18 years old, hold Iranian citizenship, and have their foreign residency verified by the Ministry of Foreign Affairs. The process requires registration and document verification through the ‘Mikhak’ consular services system. Eligible vehicles include new models or used cars up to five years old, provided the applicant owned the vehicle before December 3, 2025. Imports must be conducted without transferring currency into the country.

Import tariffs are structured based on engine type and displacement. Electric, range-extended, and hybrid vehicles are subject to a 100% tariff. For gasoline vehicles, rates increase progressively: 110% for engines up to 1500cc, 120% for 1500-2000cc, 130% for 2000-2500cc, 145% for 2500-3000cc, and 165% for engines exceeding 3000cc.

Certain restrictions apply: right-hand drive vehicles and American brands are prohibited from being imported under this scheme. All orders are subject to technical permit issuance by the Ministry of Industry, Mine and Trade.
