Iran faces growing internal instability and decentralized resistance

The Islamic Republic of Iran faces increasing internal instability as the legitimacy of its ruling apparatus declines. The Islamic Revolutionary Guard Corps (IRGC), which controls a significant portion of the national economy, has signaled it will utilize different strategies and targets if the United States escalates military conflict.

Internal unrest is characterized by a decentralized organizational network embedded within neighborhood groups, labor unions, and student bodies. This organic infrastructure makes it difficult for state intelligence agencies to suppress resistance through traditional choke points. Recent incidents include the killing of a pro-government cleric in southeastern Iran and reports of citizens targeting lower-ranking IRGC commanders.

Opposition leaders, including Reza Pahlavi, have emphasized a macro-strategy focused on maximum pressure on the regime, support for the population, and the organization of internal resistance forces to prepare for post-collapse governance.
