Iran official suggests cultural approach to hijab non-compliance

Dr. Khosropanah, Secretary of the Supreme Council of the Cultural Revolution, stated that most women who choose not to observe the hijab do not have a confrontational or rebellious attitude toward the government. He noted that these changes are driven by shifts in individual lifestyles rather than political defiance.

Khosropanah emphasized the need to distinguish between personal lifestyle choices and organized movements aimed at undermining Iranian and Islamic identity. He suggested that the state should approach the former through cultural interaction and persuasion rather than criminalization or punitive measures. He proposed the establishment of a national task force involving experts in sociology and psychology to address these social shifts scientifically.

Regarding policy, he mentioned that the Supreme National Security Council has moved away from direct confrontation with the public, opting instead for methods such as sending text messages to violators, which he described as effective. He also noted that while the Parliament spent significant time drafting a lengthy 75-article law, the core policy directions had already been established by the Supreme Council of the Cultural Revolution.
