A cultural divide regarding compulsory hijab enforcement has re-emerged in Iran. While many women, particularly the youth, are openly defying dress codes in cities like Tehran, Isfahan, and Shiraz, conservative clerics and politicians are increasing pressure to restore strict enforcement, labeling the lack of veiling as ‘public nudity’.

Authorities have begun targeting businesses that fail to comply. State media has highlighted the closure of cafes and restaurants in several cities. Specifically, HRANA reported that at least seven establishments in Tehran were closed on July 19. In South Khorasan province, ten cafes were reportedly shut down for violating social norms and hijab regulations.

The regime is currently managing several simultaneous crises, including economic instability, conflict with the United States, and a reorganization of the security apparatus under the leadership of Mojtaba Khamenei. Despite the brutal suppression of the ‘Woman, Life, Freedom’ movement following the death of Mahsa Amini, widespread defiance of official clothing regulations persists.
