Key figures in the decision-making circle, including Supreme Leader Mojtaba Khamenei, IRGC Commander Ahmad Vahidi, Parliament Speaker Mohammad Bagher Ghalibaf, and Judiciary Chief Gholam-Hossein Mohseni-Eje’i, operate within a system where the preservation of the Islamic Republic is viewed as a sacred priority.

While elites hold significant wealth—including offshore properties and control over vast economic sectors through the IRGC and bonyads—personal finance is considered a byproduct of the system rather than its primary driver. For these leaders, the regime's ideological objectives, such as confrontation with the United States and the destruction of Israel, take precedence over individual economic comforts.
