Iraq implements new customs regulations affecting Iranian steel exports
New customs regulations implemented by Iraq on October 1, 2026, have introduced uncertainty for Iranian steel exports, particularly rebar. Under Iraqi Cabinet Resolution No. 413, importers must now register initial declarations via the ‘Asycuda’ system before transferring funds or bringing in goods. Customs duties and tax deposits must be paid in advance based on these declarations.
While the new rules apply to all imports, the combination of banking restrictions and U.S. sanctions may disproportionately impact trade with Iran. Although no official ban or specific double taxation on Iranian rebar has been issued as of October 4, the regulatory shift has increased costs and complexity. Market participants report that Iraqi importers are exercising caution regarding new orders due to the lack of clarity on actual clearance costs. The primary short-term threat is noted as buyer hesitation and pressure to reduce export prices rather than a formal border closure.
