Ireland launches National Policy Framework for Adult Safeguarding

Ireland has launched its first National Policy Framework for Adult Safeguarding in the Health and Social Care Sector. Released by the Department of Health, the framework is designed to protect the dignity, rights, and wellbeing of individuals at increased risk of abuse, harm, or neglect.

The policy applies to all health and social care services, including those provided by public bodies, voluntary organizations, and private providers. Beyond responding to suspected abuse, the framework emphasizes preventative measures to promote safety and human rights while supporting adults in making informed choices.

Key objectives include reducing the risk of neglect, strengthening support for adults at risk, and improving consistency across the sector. The framework involves the Health Service Executive (HSE) and oversight bodies such as HIQA. A Stakeholder Forum was established in June 2026 to support the implementation of these national standards.
