Ireland unable to cut heating oil VAT due to EU rules
Tánaiste Simon Harris has stated that Irish law cannot reduce the VAT rate on home heating oil to 9% due to restrictions within the EU VAT Directive. While some domestic gas and electricity services benefit from a 9% rate, Harris explained that home heating oil is not included in the categories of goods and services that allow for such a lower rate under EU rules.
Currently, Ireland applies a 13.5% VAT rate to hydrocarbon oil used for domestic or industrial heating. Harris noted that while Ireland is permitted to maintain this specific reduced rate under certain conditions, the EU Directive mandates that goods must be exempt or fall within specific categories listed in Annex III to qualify for lower VAT. He confirmed that home heating oil does not meet these criteria.
