ISC-2 Conference in Cambodia adopts Phnom Penh Declaration
The second Inter-Parliamentary Speakers’ Conference (ISC-2) took place in Phnom Penh, Cambodia, on August 27-28. The event focused on strengthening parliamentary diplomacy, building trust, and utilizing international law to promote peace, stability, and sustainable development.
During the conference, participants adopted the Phnom Penh Declaration. This document reaffirms commitments to the UN Charter, sovereignty, territorial integrity, and the peaceful settlement of disputes. It also emphasizes cooperation regarding climate change, digital transformation, and human security. Indonesia is scheduled to host the third conference in 2027.
A high-level Vietnamese delegation, led by National Assembly Vice President Nguyen Thi Thanh, actively participated in drafting the declaration. Thanh held a royal audience with Cambodian King Norodom Sihamoni and met with Senate President Hun Sen and Prime Minister Hun Manet. Additionally, Thanh met with Konstantin Kosachev, Vice President of the Federation Council of Russia, to discuss strengthening the comprehensive strategic partnership between Vietnam and Russia across sectors such as defense, energy, and technology.
