ISI establishes unified terror command for operations in J&K and Punjab
Investigations by India’s National Investigation Agency (NIA) into the Pahalgam terror attack have revealed that the ISI has established a unified command center in Pakistan to coordinate terror activities. This new ecosystem is designed to streamline operations across Jammu and Kashmir and Punjab by eliminating communication gaps between various militant groups.
The common command center reportedly oversees the activities of groups including Lashkar-e-Tayiba, Jaish-e-Mohammad, Hizbul Mujahideen, and The Resistance Front. Rather than being managed by individual group commanders, these outfits are now receiving direct instructions and operational oversight from ISI officials. This centralized approach also extends to Khalistan-related groups, such as Babbar Khalsa International (BKI) and the Khalistan Zindabad Force (KZF), which have been instructed to work as a single unit.
Intelligence officials noted that this strategy includes coordinated infiltration tactics, where members of different outfits now attempt to enter India together rather than as separate cadres. The centralized command also manages online propaganda, radicalization, and instructional campaigns.
