Islamic State threat evolves into decentralized online networks

European security services are warning of a shift in the jihadist terrorism threat landscape. Rather than large-scale territorial control, the threat has evolved into decentralized, small networks that utilize online radicalization and encrypted communication platforms like Telegram to prepare for violence.

Europol has identified the threat to the European Union as acute, noting the risk of individuals radicalized within Europe acting as facilitators or direct perpetrators. This transformation was highlighted by the thwarted attack on Taylor Swift concerts in Vienna in August 2024, where the suspect was reportedly inspired by Islamic State-Khorasan (ISKP).

In North Macedonia, recent actions by the Ministry of Internal Affairs and the National Security Agency have raised questions regarding whether local radical groups are moving from propaganda toward concrete preparations for violence.
