Island County approves new legal guidelines for jail operations

Island County commissioners have unanimously approved a $3,096 contract with the National Institute for Jail Operations to implement 625 legal-based jail guidelines specifically designed for Washington jails.

Chief Jail Administrator Jose Briones stated that Island County chaired a committee of seven Washington jails to develop these standards, which align with state law, federal requirements, and constitutional mandates. The move is intended to preempt anticipated state-level oversight and legislation that would establish statewide jail standards.

The guidelines cover 14 operational areas. Briones noted that while the facility already complies with most standards, the review process has already identified specific areas for policy improvement, such as updating language regarding bail bond agents, which helps reduce the county’s exposure to potential lawsuits.
