Ragusa Province Completes PNRR Health Facility Buildout, Faces Service‑Access Challenges

The province of Ragusa has finished constructing the health facilities outlined in Italy’s National Recovery and Resilience Plan (PNRR), including three territorial operative centres, three community hospitals, two hub community houses and seven spoke community houses. While the quantitative targets are met, the CGIL’s health workers’ union warns that the real test now lies in turning these buildings into accessible services for seniors, fragile patients and families.

Union spokesperson Saro Denaro said, “The achievement of quantitative targets cannot be sufficient – the spirit of the funding must translate into concrete services for people.” He highlighted that Ragusa is the only Italian province without a community house in its capital and noted similar gaps in Comiso and Scicli, each with over 25,000 residents but no community house.

The regional health department has certified the completion, but officials stress the need for staffing, organization and clear care pathways to ensure the new infrastructure benefits the population.
