Israel Bonds sales halt in Europe following regulatory decisions

The sale of Israel Bonds within the European Economic Area has effectively ceased following the expiration of bond prospectuses and the refusal of regulators to issue new approvals. This situation creates a de facto sanction valued at approximately €2.2 billion per year.

Historically, the Central Bank of Ireland served as the home member state for these bonds. In 2025, the mandate was transferred to Luxembourg’s Commission de Surveillance du Secteur Financier (CSSF). However, the CSSF declined to approve the prospectus for another year following pressure from civil society and legal experts.

As the mandate legally reverted to the Central Bank of Ireland on 1 September, the regulator faces several options, including resuming approvals, transferring the mandate to another member state, or refusing to issue new prospectus approvals. The current lack of an approved prospectus has halted trading in Europe.
