Yushayev, a father of three, had a history of alleged involvement in violent crimes, including shootings, grenade attacks, and vehicle arsons, though he had frequently avoided convictions due to insufficient evidence.

The assassination occurs amid a surge in organized crime violence in Israel. Police have linked a series of thirteen attacks over recent days to an escalating conflict between the Jewish Mosli and Arab Jarushi criminal families. These attacks have targeted Japanika sushi restaurant branches with shootings and bombings in cities such as Herzliya and Netanya. In response to the rising violence, the US Embassy in Jerusalem issued a security alert to Americans in Israel regarding organized crime threats in Tel Aviv, Jaffa, and Herzliya.
