The group described the proposal as a "terrorist, fascist" initiative reflecting a policy of genocide and criminality by Israeli leaders. It warned that the plan, echoed by Israeli officials Itamar Ben‑Gvir and Naftali Smotrich, aims to expand the forced removal of Palestinians from camps such as Jenin and Tulkarm.

Hamas urged the United Nations, international courts and the global community to hold Israeli officials accountable and to intervene to stop what it called a new crime against the Palestinian people.
