Turkey investigates major investment fund fraud and municipal tender corruption

Turkish authorities are conducting large-scale investigations into capital market irregularities and municipal corruption. In the investment fund probe led by the Istanbul Chief Public Prosecutor's Office, 114 people have been arrested. The investigation follows reports from the Capital Markets Board (SPK) regarding suspicious transactions involving funds such as Tera Portföy. Notable detainees include Taha Çakmak, former General Manager of Türkiye Sigorta and Türkiye Hayat Emeklilik, and İnan Altınbaş of Altınbaş Holding. Nusret Altınbaş, owner of Altınbaş Holding, has also surrendered to authorities. Additionally, lawyers for Melis Sütşurup Sandal and Cihan Sütşurup have reportedly applied to return profits gained from Tera funds to the Savings Deposit Insurance Fund (TMSF).

Separately, a major corruption investigation in Muğla has led to the arrest of Milas Mayor Fevzi Topuz and his son, Doruk Topuz. The probe involves allegations of organized crime, bribery, and tender fraud. Authorities claim that 35 fake tender documents were used to obtain 33 fraudulent work experience certificates, involving unperformed works estimated at approximately 2.58 billion lira. The operation spanned 13 provinces across Turkey.

In Ankara, a money laundering investigation is examining approximately 650 million lira in assets linked to eight companies. The probe focuses on whether proceeds from predicate crimes were integrated into the economy through tourism, construction, and entertainment sectors via suspicious company transfers.
