Istanbul social rental housing project to launch September 2026

President Recep Tayyip Erdoğan has announced a new social rental housing model in Istanbul to combat rising rental costs. The project, managed by TOKİ, will provide 15,000 rental units to citizens at rates significantly below market value, potentially as low as half the standard market price.

Applications for the project are scheduled to begin on September 14, 2026, via the e-Devlet portal. The first phase will involve 1,000 units, with the initial lottery for these homes expected to take place in October 2026. The housing will be leased to eligible residents for a three-year period, after which the units will undergo maintenance and be reassigned to new applicants.

Planned locations for the first phase include the Istanbul districts of Ataşehir, Sancaktepe, Üsküdar, Başakşehir, Gaziosmanpaşa, and Beyoğlu. Additionally, the 'Yarısı Bizden' urban transformation campaign has been extended until December 31, 2027. The government also plans to allocate approximately 12 billion dollars in 2027 to address earthquake-related damages.

In Gaziantep, the Karkamış Gazi Konut project is also progressing, with 100 units planned to support local needs, including civil servants, with the first 25 units targeted for delivery in May 2027.
