Istanbul social housing: TOKİ begins rental applications

The Housing Development Administration of Turkey (TOKİ) and the Ministry of Environment, Urbanization and Climate Change have launched a social rental housing project in Istanbul. The first phase involves 1,071 units across four regional groups, including Ataşehir, Sancaktepe, Ümraniye, Üsküdar, Maltepe, Tuzla, Kartal, Başakşehir, Gaziosmanpaşa, Beyoğlu, Güngören, and Arnavutköy.

Applications are open from September 14 to September 25, 2026, via the e-Devlet portal and are free of charge. Eligibility requires applicants to be Turkish citizens, at least 18 years old, married (with an exception for those over 65), and residents of Istanbul for at least one continuous year. Additionally, the monthly average net household income must not exceed 100,000 TL, and neither the applicant nor their spouse may own a residential property.

Monthly rents are set below market rates, starting at 10,000 TL for 1+1 units, 12,000 TL for 2+1, 15,000 TL for 3+1, and 18,000 TL for 4+1 units. Rent increases will not be applied for the first 12 months of the three-year lease period. Winners will be determined by a notary-supervised lottery, with deliveries expected to begin in October 2026.
