Istanbul zoning changes increase building density in Bakirkoy
The Ministry of Environment, Urbanization and Climate Change has approved new zoning plans for a 4.85-hectare reserve area in the Senlikkoy neighborhood of Bakirkoy, Istanbul. Under Law No. 6306 regarding disaster risk areas, the new regulations increase the maximum building height from two floors to ground plus four floors, with a construction coefficient (emsal) set at 1.40.
The plan designates approximately 42,182 square meters for residential use, alongside provisions for a nursery, a family health center, and a park. The total construction area is expected to reach over 59,000 square meters. Notably, the area allocated for zoning roads will decrease from 11,266 square meters to 3,720 square meters.
Bakirkoy Municipality has formally objected to these changes, citing concerns that the increase in density and the modification of transportation axes create privileged zoning rights that differ from the surrounding urban fabric.
