István Kapitány: Duna Aszfalt repayment does not end investigation

Minister István Kapitány has stated that the repayment of 126 billion forints by Duna Aszfalt does not conclude the investigation into the company's Congo-Zambia bridge and border crossing project. While Duna Aszfalt has voluntarily opted to repay bonds linked to the project before their maturity—thereby terminating a 101 billion forint state guarantee—Kapitány emphasized that several critical questions remain.

The Minister is seeking clarity on how a project previously deemed too risky by EXIM Bank became eligible for financing, why the Hungarian state provided an 80 percent guarantee, and whether the collateral system sufficiently protected taxpayers.

This case is part of a broader investigation involving four separate EXIM-related constructions for which criminal complaints have been filed against unknown perpetrators. These include the Sofitel financing matter, an Egyptian railway carriage project that resulted in a 28.5 billion forint loss, and a 360 billion forint loan to North Macedonia. Kapitány noted that while the Ministry's role is to uncover facts, it is the responsibility of the prosecution and the courts to determine if crimes such as breach of trust or abuse of office occurred.
