Italian center-left leaders debate program vs. candidate priority

The center-left coalition in Italy is facing a strategic dilemma regarding whether to establish a shared political program before or after selecting a candidate through primary elections. In Milan, Mayor Giuseppe Sala has proposed a two-step method for the 2027 municipal elections. He argues that parties must first reach an agreement on shared programs to address substantial divergences within the coalition, which includes groups from AvS to Azione. Only if a political consensus cannot be reached should primary elections be held to choose a candidate. Sala emphasized that any primaries must be scheduled well in advance of the spring voting window to remain realistic.
