Italian cities implement Generational Impact Assessments

Italian municipalities are implementing Generational Impact Assessment (VIG) tools to evaluate how current administrative decisions affect future generations.

In Livorno, the City Council unanimously approved a motion to introduce VIG into public policies. The initiative will begin as an experimental phase in January 2027, focusing on strategic areas such as housing, environmental quality, sustainable mobility, education, and social inclusion. The process will integrate VIG into key planning documents, including budgets and urban plans, following ANCI guidelines.

In Parma, Mayor Michele Guerra is advocating for the expansion of the local “Modello Parma” into a national legislative proposal. Building on the city’s “Youth Check” tool, the model aims to assess the long-term effects of public policies on younger citizens. This effort is linked to Parma’s designation as the European Youth Capital for 2027 and includes a collaboration with CNEL to develop a framework applicable at the state level.
