Italian Civil Protection Minister Nello Musumeci pushes national soil consumption law by 2027

Minister for Civil Protection Nello Musumeci said Italy is facing excessive consumption of soil, particularly in regions such as Tuscany, which ranks among the top five or six in the country. He announced that a national law to regulate land use is being prepared and aims to be approved before the current legislature ends, with a target implementation by 2027.

Musumeci explained that re‑qualifying existing built‑up areas would reduce the need to convert new agricultural land, and that a unified legal framework would streamline resources currently fragmented among local authorities for water emergencies, landslides and other geohazards. He noted bureaucratic obstacles but said the proposal, first presented three years ago, will be finalized with a cabinet meeting at Palazzo Chigi.
