Italian Constitutional Court Puglia regional law off-balance sheet debts bankruptcy law creditor claims

The Italian Constitutional Court is reviewing the legitimacy of several articles within a law passed by the Puglia Region on September 29, 2025. The regional law, designated as the 27th measure of the XI legislature, concerns the recognition of off-balance sheet debts in accordance with legislative decrees regarding regional financial management.

The challenge was initiated by the President of the Council of Ministers, who filed a recourse in December 2025 questioning the constitutionality of specific provisions within the regional legislation. The court's deliberation follows a public hearing held in July 2026.
