Italian consumer groups petition ARERA over utility billing practices
Consumer advocacy groups in Italy are taking legal and regulatory action against unfair utility billing practices. In Avola, Federconsumatori Siracusa has filed a formal report with ARERA (the Regulatory Authority for Energy, Networks and Environment) regarding the municipality's management of the integrated water service. The group alleges that the local administration has failed to install and maintain water meters, instead relying on arbitrary, flat-rate calculations for water consumption.
Federconsumatori Siracusa is pursuing a strategy of mass appeals to force the municipality to refund users, citing violations of environmental laws and judicial precedents that state water fees can only be charged for water actually consumed. The association claims the municipality has ignored repeated requests for dialogue.
Separately, the consumer association Codici has submitted observations to ARERA regarding electricity and gas contracts. Codici is advocating for a rule change that would prevent utility providers from treating customer silence as consent for price increases. The group argues that continuing to pay a bill does not constitute acceptance of new, higher rates and that providers should be required to obtain express consent and provide documented, specific justifications for any price hikes rather than relying on generic market references.
