Italy implements new decree for rapid compensation for damages caused by minors

Legislative Decree no. 190, issued on October 20, 2026, introduces an exceptional procedure allowing private citizens to obtain compensation for damages caused by minors through an injunction decree. This measure is designed to bypass the lengthy delays of ordinary civil proceedings, specifically in cases where damages stem from violent acts or vandalism committed by minors, such as during public demonstrations.

Under this new regulation, the prefect can impose administrative fines on parents. These sanctions range from 500 to 1,000 euros for initial incidents, and between 1,000 and 2,000 euros for repeated misconduct. Once the decree is issued, a 40-day period is provided for payment before forced execution, such as the garnishment of parental wages, can be initiated.
