Italian courts and regional authorities review industrial and energy projects

The Council of State has rejected an appeal by the Municipality of Porcari against the Salanetti plant in Capannori. The facility is designed to recover sanitary products, such as diapers and pads, as well as textile waste. The municipality had argued that the plant would exceed processing thresholds requiring integrated environmental authorization and questioned the existence of a viable market for recovered materials. However, the judges ruled that the processes—which include sterilization and drying rather than composting—do not trigger the specific authorization requirements and noted that existing ministerial decrees confirm a market for the recovered cellulose and plastics.

In Casalincontrada, the regional coordination committee has postponed a decision regarding a 21 MW agrivoltaic project proposed by Blusolar Srl. The project involves installing over 33,000 photovoltaic modules on approximately 24 hectares of agricultural land, intended to function alongside sheep grazing. The regional postponement follows objections from the municipality concerning the impact on local historical structures and landscape. The Mayor of Casalincontrada has maintained opposition to the project, citing the need to protect the local landscape and agricultural heritage.
