Italian Government Rolls Out €100‑Month Social Car Rental Scheme and Expands University Tuition Waivers

The Italian Government has launched a pilot "social rental" program that offers new cars for a monthly fee of €100, inclusive of insurance, maintenance, road assistance and tax. The scheme targets families with an ISEE below €30,000, requires a vehicle to be scrapped that meets Euro‑4 standards, and provides a minimum three‑year contract with a 12,000‑kilometre annual limit. After the rental period, users may purchase the car at a 10% discount.

At the same time, 49 Italian public universities have raised the income ceiling for their no‑tax area, allowing students with ISEE thresholds up to €30,000‑€32,000 to enroll without paying tuition. The adjustments, made by institutions such as the University of Pavia, Bergamo, Insubria, Brescia, Milan‑Bicocca, Sannio, Teramo, Modena and Reggio Emilia, aim to broaden access to higher education for families with modest incomes.

Both measures are intended to ease financial burdens on low‑income households and promote greater social inclusion through improved mobility and education opportunities.
