Italian IO app mandates identity check for SEND digital notifications

The public platform SEND (Servizio Notifiche Digitali), managed by PagoPA, lets Italian public entities send legally binding digital notifications. Citizens receive these alerts via the IO app or directly on the SEND portal. Notifications can concern administrative acts, local authority communications, sanctions and other documents with legal value. Users must open the messages through the official link in the app, authenticate with SPID or CIE if required, and can download the PDFs and pay any fees through the indicated channels.

The IO app also requires users to reconfirm their identity after twelve months to continue using the Documents feature. The annual strong‑authentication step can be completed with SPID, the electronic identity card (CIE) with PIN, or CieID. This verification ensures the profile on the device still matches the holder’s recognized digital identity, reducing risks from lost or compromised credentials. Once successful, the digital documents remain accessible for another year.
