Italy reforms Highway Code with digital mandates and stricter penalties

Italy is undergoing a significant overhaul of its Highway Code (Codice della Strada), currently in the public consultation phase. Key proposed changes include a major push toward digitalization, which may require vehicle owners to possess a certified electronic mail address (PEC) for administrative tasks such as vehicle registration, ownership transfers, and mandatory inspections.

The reform also introduces stricter penalties for various driving infractions. New regulations target distracted driving, specifically the use of smartphones, tablets, and headphones, with fines and license point deductions. Stricter sanctions are also proposed for driving under the influence of alcohol or drugs, as well as for illegal parking in disabled spaces.

To address labor shortages in the trucking sector, the reform proposes allowing drivers to obtain a C1 license at age 17. Additionally, the code aims to regulate electric scooters more strictly, requiring identification codes and insurance. While these measures aim to improve road safety and modernize administration, some legal experts have raised concerns regarding the potential impact on individual liberties due to the increased use of digital monitoring and mandatory digital domiciles.
