Italian Ministers Propose Foreign Student Cap and Address Ilva Steel Plant Closure

Education Minister Giuseppe Valditara said the government is drafting a circular to enforce a 30% cap on foreign‑born students per class, aiming to improve language competence and avoid concentration in neighbourhood schools. He added that local authorities should also adopt housing policies to prevent the formation of ghettos and that students should not have to travel long distances to attend school.

Industry Minister Adolfo Urso warned that a recent judicial ruling could trigger a "social bomb" by forcing the closure of the hot‑area facilities at the former Ilva steel plant within 90 days. He announced meetings with unions and other stakeholders to devise an emergency plan, noting that Indian steel group Jindal has offered to import its own hot‑metal to keep downstream production running while the authorities assess the proposal.
