Italian Ministry of Education and Merit launches 2026‑2028 Integrated Activity and Organisation Plan

The Ministry of Education and Merit issued Ministerial Decree No. 146 on 23 July 2026, adopting the Integrated Activity and Organisation Plan (PIAO) for 2026‑2028. The plan defines concrete targets for staff recruitment, reducing precarity, and boosting the training of teachers and administrative personnel, including a dedicated AI‑generation course for ATA staff.

Key components include a digital overhaul: a single online portal will centralise administrative procedures for school personnel and families, and new digital services will support students, families, and staff. The plan also allocates major funding for school‑building renovation and safety upgrades, modernises the vocational “4 + 2” pathway through expanded ITS Academy partnerships, and introduces measures to curb early school leaving, enhance full‑day schooling, improve school meals, and launch a “Summer Plan” for students. Additional provisions target bullying prevention, school security, and the establishment of the Scuola di Alta Formazione dell’Istruzione to coordinate continuous professional development across the national school system.
