Italian municipal councils face criticism over stalled projects and procedural disputes

In Chiari, Brescia, the municipal council has not set up the permanent observatories intended to monitor the new hospital and the agrivoltaic park, nor advanced the planned revision of the council’s operating rules, despite commitments made in April.

In Montalto di Castro, the administration defended the convening of an extraordinary council meeting with a five‑day notice, saying it complied with local regulations, while noting that opposition councillors stayed absent from both the meeting and a preparatory commission.
