On 2 August 2026, the Italian warship Thaon di Revel, flagship of the EU’s EUNAVFOR MED Irini mission, intercepted the Russian‑linked tanker Toa Payoh in international waters west of the Italian island of Pantelleria. The vessel, sailing under the flag of Cameroon, had left Cotonou, Benin on 16 July 2026 bound for Istanbul and is subject to EU sanctions as part of Russia’s “shadow fleet”.

The tanker’s captain initially refused to cooperate, prompting Italian forces to board the ship via a helicopter from Thaon di Revel. The operation was conducted with the support of a Greek naval vessel and a Polish maritime‑patrol aircraft and lasted about two hours. The boarding was completed safely and in accordance with Article 110 of the United Nations Convention on the Law of the Sea. Italian authorities are now examining the documentation seized during the inspection.

The mission demonstrates the EU’s ongoing effort to enforce sanctions on vessels suspected of evading restrictions on Russian oil exports.
