The Italian Chamber of Deputies approved a reform on drug‑ and alcohol‑dependent inmates with a vote of 153 in favour, 42 against and 82 abstentions. The law permits domiciliary or therapeutic residential detention for offenders whose residual sentence does not exceed eight years (reduced to four years for serious crimes such as terrorism, mafia or human‑trafficking). It is designed to ease prison overcrowding – Italy’s prisons are at about 140 % capacity, housing roughly 65 000 inmates in facilities built for 52 000. The measure is expected to benefit roughly 10 000 drug‑dependent prisoners and about 3 700 alcohol‑dependent prisoners. Funding for 2026 provides for 500 rehabilitation places, with the possibility of expansion in later years. Justice Minister Carlo Nordio described the reform as “epic” or “epochal”, while Prime Minister Giorgia Meloni called it a “victory on multiple fronts”. Opposition parties have criticised the law as too lenient and have raised concerns about resources and implementation.
