Italy pushes EU‑funded migrant return hubs in Africa
Italy’s interior minister Matteo Piantedosi is set to present a proposal at an EU Council of interior ministers meeting to create a network of migrant‑return hubs in twelve non‑EU countries – Rwanda, Ghana, Senegal, Tunisia, Libya, Mauritania, Egypt, Uganda, Uzbekistan, Armenia, Montenegro and Ethiopia. The hubs would operate on the “Albania model” but be financed by the European Union rather than by Italy.
The plan is tied to the EU’s APS+ programme, which will take effect on 1 January 2027 and grants customs advantages to developing countries that cooperate on the return of illegal migrants. The proposal is backed by a letter signed by 22 EU heads of state, initiated by Italy and Denmark, and has received public support from Denmark’s prime minister Mette Frederiksen and Germany’s chancellor Friedrich Merz. The EU Commission has said it is ready to examine such proposals, while several member states – notably Denmark and the Netherlands – have voiced strong backing.
The initiative follows the recent mass arrival of migrants in the Spanish enclave of Ceuta, which prompted a coordinated EU response and heightened political pressure on member states to strengthen external border management.
