Italy prison system faces overcrowding and violence crisis

Italy is facing a critical emergency within its prison system, characterized by extreme overcrowding and increasing violence against staff. Legal professionals and unions are calling for urgent structural reforms to address conditions that many describe as inhumane and degrading.

Overcrowding rates vary significantly across the country: the Lucca prison reports a rate of approximately 270%, while Sollicciano in Florence has reached 166%. In Catanzaro, the Ugo Caridi prison maintains an average overcrowding rate of 142%, and the Cosenza facility is operating at 125% capacity with 275 inmates in a space designed for 220.

Security incidents are also rising. In Cavadonna, three prison officers were injured during an assault by inmates while conducting a search for illegal cell phones. In Sicily, a prisoner's protest on the roof of the Marassi prison required an emergency response. To address these systemic issues, the Union of Penal Chambers of Italy is organizing a national conference in Florence to discuss the state of penal execution and propose concrete solutions.
